- All users must be registered with the librarian and must sign a library contract.
- Book checkout is unlimited if patron is in good standing. One video per card. The library reserves the right to place limits at certain times. Such as, one patron will not be allowed to take out every book on science projects when every child in school will need materials on science projects.
- A fine of five cents per day will be charged on each adult material overdue, except videos. A fine of five cents per day will be charged on each children’s material overdue, except videos. All videos not returned by due date will be charged $1.00 per day.
- No material will be checked out to any patron who owes a library fine over $5.00 until the fine has been paid.
- All damages done to materials beyond normal wear will be charged to the patron.
- Each adult borrower is responsible for all materials charged in his or her name. Parents or legal guardian are responsible for materials charged by their child.
- Best sellers and new books remain on the new book shelf for three months.
- All books are loaned for a four-week period, and may be renewed twice.
- Periodicals cannot be checked out. Copies can be made (within copyright guidelines) on copy machine for five cents per copy.
- Paperback books and patterns may be exchanged one for one, with no obligation.
- There will be a $3.50 replacement fee on all replaced materials, in addition to the price of the material. This covers material search, ordering, cataloging, bookkeeping, etc.
- There is a $15.00 service charge on all returned checks. Checks may be made for the amount of purchase only.
- Library cards are issued at no charge. Replacement cards are $2.00. If you live out of the library district, a card may be purchased for $18.00 per person per year. This is to replace the property taxes that residents must pay.
- Videos may be checked out one per library card. They are due in seven days. No renewals or switching to another family card.

POLICY AGREEMENT
- I have reviewed the library rules established by the Bear Lake County Library Board of Trustees, which became effective as of January 1, 1994.
- I hereby agree to accept the obligations and abide by the policies set forth therein in return for the issuance of a library card and the associated library privileges.
- If I am also applying for library cards on behalf of a minor or minors, I hereby assume responsibility for their fines and other obligations as explained in the library rules. Please list names of minor children.
- I also acknowledge that under the conditions specified in section 32-2620 of the Idaho Code, the Idaho legislature has established misdemeanor penalties for failure to return items borrowed from a public library.
